RACINE COUNTY, Wis. (WFRV) – Authorities in southeastern Wisconsin say they’ve taken three suspects into custody following thorough investigations into the possession of child pornography.
According to the Racine County Sheriff’s Office, its Internet Crimes Against Children (ICAC) unit received tips from the National Center for Missing and Exploited Children about suspects who possessed child sexual abuse material, better known as child pornography.
Deputies identified the suspects, obtained search warrants, and executed them at two locations in Union Grove and one in Racine.
The first suspect, 27-year-old Devin Katzman from Union Grove, allegedly uploaded child pornography to Discord, an app that lets users communicate via text, voice, and video. On January 22, 2025, investigators conducted a search warrant at Katzman’s residence and discovered he was in Florida. Investigators contacted the Palm Beach Gardens Police Department, which executed a search warrant on Katzman’s location in Florida. Katzman’s iPhone was seized and sent to Racine investigators. After examining the phone, Katzman was arrested on February 16. He faces four counts of possessing child pornography, with a $25,000 cash bond set. He’ll return to court on February 27 for a preliminary hearing.
The second suspect, 30-year-old Crystal Lachman from Union Grove, reportedly admitted to sending and receiving child pornography with numerous individuals on Kik, another app used for communication. Lachman hasn’t been formally charged yet.
The third suspect, 20-year-old Ciquil Mangum from Racine, allegedly had numerous images and videos of child pornography on his Snapchat account. On February 19, with help from the U.S. Marshals, investigators executed a search warrant at Mangum’s residence and arrested him. Multiple electronic devices were seized. Mangum faces six counts of possessing child pornography, with a $50,000 cash bond set. He’s expected to appear in court on March 5.
A sheriff’s computer analyst continues to examine the electronic devices seized in all three investigations for additional images or videos.

“Sadly, there appears to be no shortage of individuals involved in child exploitation that the ICAC unit must arrest and bring to justice,” said Racine County Sheriff Christopher Schmaling. “However, rest assured that the Sheriff’s Office will remain steadfast in our mission to remove these pedophiles from our community and safeguard the innocence of children.”
